(HELP PLEASE) what type of app that made this video ?

I've seen this video on facebook, and really impressed by the customized arrows. Just wonder how did they do that with camtasia or any other apps?
Can you please tell me how, thank you.

Hi, with a little patience, you can create arrows like that in many tools, even PowerPoint. Most art editing tools let you do that too. You can then insert them as images.  However, Camtasia has some nice-lookng arrows too, like this one here.  Also, check out the Sketch Motion options.

I agree that it's a nice video. Too bad, though,  that they weren't as careful with checking the text in the video as they were with making the arrows look nice. Effctively?

It's a 2-D animation,
So not to complex. If you have an animated arrow on a transparent background that looks good.That's half the battle.

I know I could create a emerging, growing animated arrow that look as good or better than the one in that video. In Adobes After Effects. 
You could probably even download one somewhere.

I can create a similar arrow in Premiere Pro, but I can't animate it to grow from nothing over time. I made a purple one to show I could pretty much emulate the original one.

In the far left arrow shown, they failed to overlay an additional layer of the Wire-frame foot to mask out the arrow I highlighted in Red. At least, that's how I would have handled it.
My Purple arrow would require the some treatment over the green highlighted area.

So the animation is not that complex. But it requires a number of steps to pull off.

Friends, did we mislead the asker here? Only Joe Morgan addressed the transparency and layering issues in the original video.

I think an accurate answer would be, “Camtasia has limited support for transparency, which is required when the arrow is partially visible through the wireframe foot. It is also difficult to animate arrows stretching along a curved path. You can do moving arrows in Camtasia, rotating arrows in PowerPoint and Premiere, but the growing, spinning arrow will require After Effects or another animation package.”

Adobe after effects. It’s the best option for cool call outs and animations. Just render your call out or arrow as an AVI with Alpha channel and drop it into camtasia.
