"mask" effect

The Camtasia Certification course shows how the Visual Effects menu on a MAC is likely to show the "mask" effect. I had already asked once if I could do this effect somehow in the Windows version. This was denied. Now that I've seen that this works in the MAC version. Will it work in a Windows version. Or is there any way to get this "round masking effect"?

If it was a spotlight mask you're looking for, I made this in Powerpoint for you. It's an image with a circle cutout in the middle. Make the circle as big as what you need to spotlight. To get the spotlight affect, change the opacity to 70%, or whichever works best for your video project.
