23.97fps ?

I am working on a project, and the producer requires the following specifications: 

Frame rate: 23.98fps
Aspect Ratio: 16:9, 1920
x 1080
Codec: H.264 at a
high bit rate
Export: .mp4

I cannot find a way to get Camtasia to export at 23.98fps. If I manually type it in at the video settings, it changes it to 23. Is there a way to get exactly 23.98?  Thanks.

Why do you want 23.98 exactly? And, yea I don't think camtasia supports frame rate in decimals. Why don't you round it off to 24 frames??
I'm just suggesting. I can't exactly say without knowing your requirements.

It is the specification the producer set. The screencasts will be placed within their own program and distributed that way, so I assume the specifications are set to work best within their software. Also, I've seen that 29.97 is a common fps, so I was not sure why it was not an option either. But I need 23.98.
