Does Camtasia work with 360 Videos?  Also, I watched a Youtube video of this guy giving a positive review of Camtasia.  From what he showed, I am most interested in hotspots.  Is there any though to offer different states by like layering two video files on top of each other, then swapping the active one?

No, Camtasia doesn't support creating 360 videos. That's a different type of non-tradition editing. And Camtasia was designed for 2-D flat screen monitors/viewing primarily.

thanks Joe!  What about the second part of my question?  Any intel on that?  Is it possible to have a hotspot button hide a layer that's on top of another? if for example, it was important that . the two clips stay in sync

I would support this request as it is becoming more and more requested now. It would be great to import 360 Video clips where hotspots can be added to take the user to another marker in the timeline etc. At the end publish as a Scorm wrapped package so that it can be added to an lms. It would create a more interactive "Treasure hunt".
