Ability to either obscure or highlight a moving object.

Having the ability to obscure or highlight a moving object. I invision while playing a video, creating a box and having the ability to dynamically movie it by mouse that would obscure the object that needed to be hidden. Conversely, having the ability to obscure all _but_ the window, to emphasize the item is important. I'm aware of being able to do this already, but if the object (say, a face that needs to be hidden) is moving, the current version is very cumbersome to accomplish this. We use Camtasia for redacting or highlighting / emphasizing objects (typically faces) for court proceedings.

This is possible in Camtasia as you say, by animating a pixilation over a moving image, and for most videos is easy.  If you want the software to analyse the image and automatically follow the face frame by frame, you'll need something like After Effects, which also takes a learning curve and time to set each one up (and is much more expensive)

We've looked at that type of program, and your right, they are significantly more expensive (in the realm of $4,000), but can automate and blur multiple objects or faces in one pass. I'm looking for something.... in between. What gets complex is when both the body cam, and the subject are both moving, and we need to pixilate one face, briefly ( + - 60 seconds, approx) while their in the frame.
