Not sure what your Computer Specs are but as far as I know there is no special setting for this in SnagIt 13. Have you tried contacting TechSmith Support to ask them as they are better equipped to figure out what may be happening ? The information for that is below and it is a free service.

Hello Branch Whitney,

SnagIt 12 opens in about 2 seconds after a capture or less on my machine.

SnagIt 13 takes between 6 and 8 seconds typically.
I  send a lot of my captures directly to Photoshop and bypass the editor altogether. So it doesn't bother me to much but it's still much slower than version 12.

If you contact support about this. I would appreciate it if you post back and share what they have told you .I may contact them myself one day if I don't hear back from you.

Thanks and Regards,Joe

Probably it also depends on whether or not the editor is already open in the background.
v11.x the 1st screenshot (no editor open) in v11, takes around 2-3 seconds
v11,x the 2nd screenshot (editor open) less than 1 second

v13.1 indeed some 7 seconds (first launch), when the editor is already open, it is the same as with v11.x

Any update on performance improvements that you promised six months ago. I have used SnagIt for many years and have always been happy with it until version 13. I do a lot of technical documentation and the capture process used to be so quick I didn't even think about it. But now it is totally frustrating.

We are working on some performance improvements for our next release. Mostly around the time it takes for the capture crosshairs to appear, resizing capture areas, and image and video capture times. After that release we'll take a look at reducing the time it takes Editor to open after the capture is complete. (For that the best thing you can do right now is leave "Always keep Editor running in the background" checked. That way it doesn't have to reload each time you take a capture.) This next release will also take advantage of 64-bit systems. So you'll see an improvement when dealing with larger files.

We apologize for the frustration. It's definitely something we are working on.

Thanks Chris for your quick response. I already have that editor option checked. I just did a capture with the editor already opened in the background and it took about 12 seconds from when I pressed the capture button until the capture crosshairs appeared. I think that is the issue everyone is complaining about. In previous versions it was almost instantaneous.

For myself, I get the crosshairs immediately if SnagIt is running. It takes several seconds for it to open initially but I keep one click open once I launch it.After that, there is no delay to captures.
If you are waiting 12 seconds for crosshairs and One Click or Capture is running I would contact tech support.

Like Mike62 said, the first time Editor opens, it can take several seconds to load. But after that first time, it should be less than a second. There is one setting in the Editor Preferences that you could check:

If you have "Always keep Editor running in the background" turned on, it will load up much faster even if you close Editor between captures.

Hope that helps. If that not it, definitely contact support like Joe and Fred suggested because that's not normal.
