Any issues with setting H.264 to 3.1?

As far as I know iOS devices only support MP4 videos encoded with the H.264 Baseline Profile of Levels up to 3.1*. 

So when Video Settings  are changed the H.264 profile to Baseline, and the H.264 level to 3.1  the video plays also in iPad. But does this setting cause some issues when watching the video in other devices?

 In a nut shell? Video encoded to 3.1 will not look as good on High Definition screens for a number of reasons. There are a number of pros and cons involved here.
