App for video editing mark up

It would be nice to have an app that would allow you to mark up a video (critique it) after it has been published or before your edit it inCamtasia. Let me give you an example.

You have created a video for a client and published for them to view it and approve it. The problem is they find something's they don't like. If they are able to sit there with you then it is easy to communicate the changes, but if they are across the county more difficult. There could be an app that allows you to view the video and pen and ink over the video with the suggested changes. This marked up video could then. Be sent back to the editor.

Maybe this sounds out there, but you had an app that could almost do this. I may not get the name right, but I think it was Ask4. Even ScreenChomp is close. These don't allow for importing of video.

Another great feature would allow you to import into Camtasia, placing the markup on a separate track so it can be removed as the edits are completed.

This is something no other video software offers. The closest thing i know of is Smart boards that allow you to draw on video and it will remember where you did it in the timeline.

Isn't this type of markup close to what Coach's Eye does? (I haven't used it):

Yes it does. I am not sure about importing video. I believe it works on what you capture from you camera (ipad , iPhone, etc)

You can use Camtasia to record a previously rendered video and apply callouts and annotations,

I believe the goal is to do this outside Camtasia by someone who does not have that available.  A less expensive (NOT meaning Camtasia is expensive, especialy for what it does!) tool that is for markup only and therefore providing limited capabilities. Review, Pause, and Markup/Commnets such as "Cut here" "End Cut Section" "Reword Callout to ____" or other.  Maybe it is just stamps with a few standard editing requests and "See comment #" where the # increments and you make the comments in a method of the end user's choice. Comments could be in a text file, email, on a piece of paper, etc.. Something easily used by a client.

Yes, Karl, that is exactly what I am talking about. I know the technology is there and I think would be helpful to a lot of Camtasia users as well as the end users of the videos.
