I'm using Camtasia 2018.0.7 (Build 4045) on Windows 10 and I can't get it to use an OpenType font.
Googling suggested that this was a problem in Camtasia 8 but it had been fixed in 9, or something.
But I can't use my desired font (Museo Sans) at all. I've tried in a Library video and in an annotation, and it just reverts to the system font.

I can't find the font as TrueType anywhere. I've tried running the otf file through two online converters, and when I double-click the ttf file the font dialog suggests it's still OpenType, just wrapped in a TrueType outline or something.

Camtasia still refuses to use it.
Is this a known issue, or should it be working?

If Windows has the font, then Camtasia would also. You can download the font (free) from here:
https://www.fontsquirrel.com/fonts/museo
Install it in Windows, then re-start Camtasia. BINGO !!!
BTW, If you open Control Panel, Fonts is it listed?

Camtasia doesn't recognize many OTF fonts. It's not a bug it's just a fact of life.
You can use an online converter to convert your OTF fonts to TTF https://convertio.co/otf-ttf/ and install them for use in Camtasia.
Aside from that, you can download a ttf freebee lookalike. But there never as polished or good locking as the real Ma Coy.

No, it's a bug. If it lists the font as usable, it should be able to use it. If it can't use it it shouldn't list it.
I ran it through convertio and it still doesn't work.

Well, I don't know what to tell you then.
Aside from contacting support and see if they can get it to accept your font. Most people convert their font to ttf and that resolves the issue.
If I were in your shoes I would probably be creating PNG's in Photoshop and importing them into Camtasia to get me through my project.
I don't know how extensively you need to use these fonts in Camtasia? But if it's a one-off situation, it might be quicker and easier to go that route since you mentioned it works in Photoshop.

Just to clarify, I've been a software developer for the last 30 years, 25 of them on the various iterations of Windows, so this is not me not knowing how fonts work.
It's Camtasia not knowing how fonts work.

Mark - on an off chance, have you tried to download the font from another source? Which begs the question, where did you download it from where do others get it, when it works? Didn't that exact question create a 10 year war between Microsoft and Adobe (Acrobat Reader)?
If you are unfamiliar, Adobe's "free" acrobat reader was available from 50,00 sites or more. A few contained viruses, or malware. If you downloaded it from Adobe - NO Problem. Any one else, blame MS?

I have a similar problem to OP.
I need to use two Opentype fonts in Camtasia (FreightText pro and Proxima Nova. All from the same source, paid for license etc.) They weren't showing as available in Camtasia 9, however, a colleague had them showing in Camtasia 2019. I upgraded to 2019 and still do not have the fonts available. To be clear they are installed. I can access them in office and in adobe CC. I have 5 colleagues who have Camtasia and they all have access to the fonts. Does anyone know why they wouldn't be working? My only guess is that I'm on windows 7 and they're on windows 10.
Thanks.

I suspect your guess about Windows 7 is correct.
Microsoft hasn't issued an Operating System Update for Windows 7 since April of 2016.
Or, 3.5 years ago.
You're covered by tech support.I would contact them to confirm or correct the situation.

Others have successfully converted OTF fonts to TTF and used them instead.
There are many free online sites that can accommodate conversions. https://convertio.co/otf-ttf/
