Are there any color options for animated GIF output?

How can I reduce the size of my animated GIF? They are way to big to put onlione or use for mobile devices. The applications I have used in the past to make animated GIFs enabled color selection options to significantly reduce the size of the final GIF. Even with the dither option (though I am not exactly sure what that does in Snagit) I am getting big files and messed up colors in the exported GIF. I tried exporting from Camtasia but there seemed to be fewer options for the animated GIF export than in Snagit.

Okay, when I just captured the mp4 with Snagit and ran that through ffmpeg I could build a custom global color palette and the final animated GIF was much smaller with better color output.  

ffmpeg.exe -i AnimatedGIFTest.mp4 -vf "fps=15,palettegen" -y "palette.png"
ffmpeg.exe -i animatedGIFTest.mp4 -i palette.png -lavfi "paletteuse" -y small.gif

Gave me the output I was looking for. There were more options for "paletteuse" but I just kept the defaults.
