Audio clip "gain staging" question

I've been confused about relationship between audio volume gain control (slider in properties window) and dragging wave height up and down on timeline. If I set gain slider at 65%, and click on wave height to edit, is the 100% shown there 100% of the 65% on the gain slider? 

I think I may have had a couple of instances where the gain slider change didn't immediately render the corresponding audio change and I've gotten into mucking with both of them at times and I got confused about my relative volume with other videos. May have ended publishing a couple that were 65% of 65%.

In Adobes Premiere Pro........

Both gain and levels refer to the loudness of the audio. However, gain is the input level of the clips and volume is the output. In recording audio, gain is the first control that the microphone signal goes through in a mixer while levels are adjusted after that.

Does this apply to Camtasia???
