Availability of 'Layer selection' panel or 'Object selection panel (esp objects on-the-back layer)' - SnagIt-v.12

Many times it happens -> There are 10-15 'Vector objects' on the canvas, some of them are on the Back layers (on 2nd or 3rd back layers), Now i want to select some of those back-layer objects. It does not seem to be an easy task.

One work-around to select a back-layer-3 object can be -> Move layer-1 and layer-2 objects first, then select the object at layer-3, edit it and again move layer-1 and 2 objects over it.

But is there a panel -> In which i can see a LIST OF ALL OBJECTS [Grouped based on 'object TYPE' AND/or 'Layer-NUMBER'] (or the list of layers) currently placed on the Canvas, so that i can choose the required object from that list and it is selected on the canvas (without all those un-necessary movements first).
[similar functionality is available in 'Gimp' and 'photoshop' in the form of 'objects layer panel']

A layers panel would be awesome. But no, there is no way to open a layers panel. It doesn't exist  {: >(

Thanks Joe,

any work-around to select the object on 2nd or 3rd 'Back' layer,

for example, to select a 'smaller' callout which is behind the bigger 'front' callout (to be used as a combined callout having 2 tails) [i understand that in that case i can select the smaller callout by selecting its tail :-), but it is just for an example]
