camatasia appp does not come to the front as active application even after several clicks.. on windows 10

Can you first open "Task Manager", Processes tab first? You can make the task manager window fairly small, you'll only need to see the first six or seven lines.  Then open Camtasia. Its not done launching until CPU usage is back near or at zero.   Yes, Camtasia may be hiding behind other opened windows, its not a "stay on top" app.

If you want to bring Camtasia to the front of another application, all you have to do is hover your cursor over the Camtasia editor icon on your taskbar. I larger icon will pop up depicting the Camtasia editor above it. Click on that large image of the editor and that will bring Camtasia to the front.

In the image below I have Photoshop open and Camtasia is active below it. I'm hovering my cursor over the Camtasia editor's icon and you will see the large editors icon above it. If I were to click on it Camtasia would come to the front.
The same technique works when you minimize an application to the taskbar.
