What will be causing the change in faster rendering? Will it be utilizing the GPU now?

I suppose it greatly depends on the hardware.

The problem is... they didn't say that. The heading reads 50% less production time

My emphasis.  "Production" could be considered to include the creation of the video. While I don't regard any of the changes as being bad (though none of us have seen the final, final version yet), I don't really buy that the other enhancements (libraries, styles, a bigger range of chunky psychedelic lower thirds, etc, etc) will be huge time savers, at least not for advanced users. But you could make a case that themes, for example, will save quite a bit of time for less advanced users. Maybe.

The line below goes on to say:
Get faster rendering times—even on your most complex projects.
Again, my emphasis. Not 50% faster for the rendering. Just "faster".
The first thing I for one am going to do when I get my hands on this is run consecutive tests in 9 and 18 on identical copies of a project and just see what the difference is. Am I expecting 50%? To be frank, no. Would I be shocked if it was? No. I'd be very pleasantly surprised, but very surprised nonetheless.
