per the message, recommend you contact free tech support

but as a quick test ...

exit Camtasia

in Windows Explorer, navigate to C:\ProgramData\TechSmith\Camtasia Studio\

rename the folder Library 3.0 to xLibrary 3.0

launch Camtasia again

Camtasia should create a new Library 3.0 folder with no assets in it; you should see it in Explorer; you should also be able to access the empty Library item in the editor's Media section

is that what happens?

with Camtasia closed, you can rename the new Library 3.0 folder to something like xxLibrary 3.0, and rename the original xLibrary 3.0 back to Library 3.0 to get back to where you started
