I want to install 2nd version of camtasia. do I need 2nd license?

if you install  version of your license or the  previos version of your license. no need the 2nd license. if you want to install newer version from your license. you must upgrade. the price of update is $99.50.

Does this mean I can't render on PC#1, while creating a new project on PC#2?

LOL, I'd guess that "technically" it may be construed that way. But who's keeping track?

My own guess here is that the spirit of the rule is to prevent a business from purchasing one copy and allowing two employees to use that copy at the same time.

I think its Cut and Dry.
You are not permitted to do it.

Only one person at a time may use the Software on each licensed device and the two licensed devices may not be used simultaneously by that one person.

Realistically, unless you're  sharing user information with TechSmith . Theres no way they could know you were.Not legally.
