I have seen some tools that do this with h.264 video, and I agree the idea is fantastic.
Not sure how it would integrate with something like camtasia - those 'cut and join' tools ONLY cut and join so it's clear to the user what they are for and what they are not for.

In camtaisa, you can do so many things (zoom, add text, add arrows, etc) that I suspect cut and join optimizations would rarely be taken advantage of, and inclusion of such a feature could cause some confusion amongst users who didn't understand what they could, and could not do in Camtasia for fast render times.

In Short, I love the idea, and would love to see it, but I suspect most users wouldn't see a huge benefit due to other edits (zoom's, text, etc).

I'm thinking the only way an editor can accomplish this slice and dice quick edit is through a process of destructive editing.
Once you cut and trim the video it's altered forever, no turning back tomorrow or next week.

That's why the re-encoding process can be bypassed. I'm on shaky ground here because I don't know.
The editor just arranges what's left over after editing the "Cut Up" files in the proper numerical sequence.

There must be instances where one could benefit from this fast and loose style editing.
However, I prefer non-destructive editing. For several reasons, I'm not going to try and list them all.
