Can a Video have areas that are blurred? If so, do you do it before or after the video is done? I have Snagit 12

The answer here is yes, a video can have blurred areas. 

The bad news is that SnagIt cannot do it. You will need to use Camtasia or another video editor to accomplish the goal.

Actually, I was pondering this. It occurs to me that you might be able to use Microsoft PowerPoint along with SnagIt to accomplish your goal. Assuming, of course, that you have access to PowerPoint.

Here's how it could work. Export one frame of the SnagIt video as a PNG image.
Open that image in SnagIt, blur the area(s) you need to blur. Then flatten it all.
Select the blurred areas, then invert the selection and delete the rest. That should leave you with an image that is basically transparent except for the areas you want blurred.
Save that image.
Save the SnagIt video as an MP4.
Insert the MP4 in PowerPoint. Then insert the image in PowerPoint. Align the image over the video.
Now you just play the slide in PowerPoint while recording it a second time using SnagIt.

The final result should be the recorded video with the undesired parts blurred out!
