Can I deform a face in Camtasia Studio 9 like this?

try playing with the X rotation value in visual effects

Ha, Ha.,
 that effect would be referred to as facial morphing by most.So no,Camtasia cannot do that.
You would need something along the line of Adobe's After Effect's to pull that off.
It's funny, but it requires camera tracking and warp to make it look right.

Hey gabriel.gajdos10,

I just got got back from walking my dog and I had time to think about what you are trying to do.I edit video professionally so I don't always see things in a simple way.
What you seem to be looking to do is have some fun and create special effects.
Camtasia is just not that type of program.It's  geared for Teaching more than anything else.

 While I cannot duplicate  the look you've created. I created something similar with an inexpensive program you may want to play around with. I used a FX Punch and Pinch filter combined.The effect is what it is.

In the US you can pick up this Program for $30 from Amazon right now.You want the ultimate version because it comes with Boris Graffiti. Boris has some high end video filters and it's a great way to get you feet wet with regards to high level video editing on the cheap.
Corel has it's own set of issues but it's a pretty solid program for the most part and loaded with FX effects.Version 10 will be released very soon and that's why you can get version 9  for such a low price.I doubt VS 10 will have much else to offer and it's sure to cost $100. You'll be able to buy it for $30 a year form now as well.LOL.
It's regarded as an easy program to use as well. I used VS 4 and learned a lot from it.
