Is it possible to publish a Camtasia video with all the interactive features (i.e. hot spots, table of contents, etc) to a CD for someone to view offline on their computer?

yes, as long as it's a data CD, and you include all files produced when you include the SmartPlayer; launch using one of the html files

Okay thanks! Is it necessary then to produce the video in AVI format?

no, do not use AVI

custom produce your edited Camtasia video project to MP4 with controller [SmartPlayer]; the video, when launched with one of the 2 .html files produced, will play in a browser
