Hello,

SnagIt video is pretty much to provide a quick sharable mp4 file of screen video and that's about it; what you need is a true video editor where you can play with clip velocity (speed) and separate tracks for video, audio, etc. That is what Camtasia is for.

Easy, if Camtasia is out of your price range (it is kinda expensive) use Microsoft Movie Maker. It is free as part of Microsoft Essentials. You split your video so you have the section you want to change the speed on separate from the rest of your video, and then just speed up that section. Or you can speed up the entire video. I highly recommend Camtasia though, it has some very cool features. I wish Techsmith would put out a Camtasia Essentials, the core Camtasia functionality but at a more affordable price (under $100 US). Adobe does it, why not Techsmith?
