Can Quick Effects be saved to a theme?

I can save quick styles to a theme but what about quick effects, like customized outlines and edges?

Sorry, I think I misunderstood your question and remove my previous comment.
I'm not sure what you mean by customized outlines and edges?

You can apply any effect that offers the tab.........."Add to quick effects"..........and make whichever adjustments are available to you. And save that as an effect to quick effects. But that's the extent of it.
There's no way to combine effects.
If you want to combine effects. Your just going to have to add them separately.

Sorry, I wasn't clear. I mean that if I save some quick styles like arrows, shapes, and so on, I can save these to a theme and then share the theme. And then everybody has those quick styles. But if I save quick effects, like borders and edges, these don't seem to be saved with the theme. Am I wrong about that? I want quick effects to be shared with the theme so I don't have to provide a read me file or something with the theme telling people how to create these specific effects.

I don't believe Quick Effects have any relation to themes at this point in the game. Although, I do note that the colors presented from perhaps the Border effect seem to be related to whatever theme is in play. 

You also likely have discovered that Effects also cannot be saved to the new Favorites panel.

Hopefully that will change at some future point.
