I have a license for Camtasia 8 and 2019.  I got a new laptop.  I can download camtasia 8 and open projects I previously had.  When I open Camtasia it offers to look for updates.  Good news! 2019 is available.  Go ahead and install, I say.  Nope.  Not the trial version, not the version I downloaded using the button on my account > products page.  I just get the selection box for language, and then for a blink I see the next box, but I can't retrieve it, and when I try to use the installer in my downloads folder, same behavior.

This sounds more like a Windows installer problem, not a Camtasia one.
One of the more common causes might be a corrupted .dll file.
I'd open a ticket with Customer Support so they can help you do a "clean uninstall" and delete all traces of Camtasia, then start again.
Here in the forum we're just end-users giving each other a hand.

I agree, contact support. They can go through your install log and see what's going wrong.

One thing to look at: does your operating system happen to be 32-bit? That was supported for version 8 but not for 9, 2018, or 2019. There was definitely a dialog box indicating this for version 9 but that may have been something that broke when the team implemented the "single installer" for all languages.
