Cannot skip ahead further in published videos

Am producing to .MP4.  I upload my video to a DotNetNuke 5.0 website running the PackFlash video module.  The videos load and play but I cannot skip ahead past the buffer.  In a YouTube video you can skip ahead further in the video even ahead of the buffer.

I should say I received this reply from the PackFlash module support:

The feature you are referring to (ability to skip around) is not a function of the player but the way that the video was produced (or said differently - the process of creating the video). The player needs enough information to load and understand the video and it isn't being given enough information at this time.

So could I use Camtasia to create a video that has the required information to execute this function?

Well, this is the first time i ever came across something like this. I always thought it depends on the player. I upload my videos to some flash based web player sites, but never had this kind of problem. So, may be instead of producing it as mp4, try flash. May be it works. I'm just saying
