Just discovered something weird about the cutout tool.
There was a discussion recently about how you had to deselect the tool (by choosing a different one).
Well, the same goes for using the Copy All button. I discovered it when I did a cutout, copied all, and pasted into a document. Then I did a double take because the cutout was missing (Philosophical question: Can a "cutout" be missing? Discuss.)
I went back and did copy all again. Same result. So I tried windows Ctrl+C. Same result.
Then the penny dropped. I deselected the cutout tool and used Copy All again. BINGO.
I can understand the need to deselect the tool when you are working in the editor - the fact that it is "stuck" is self evident, but the Copy All function should surely still work? When you paste the clipboard in the target document you don't have the same visual clues as you do in the editor.
I hate to use the dreaded B word, but I have to suggest this is a BUG

I see what the actual problem is.
When the cut out tool is selected, the image itself. Is not selected. SO you cannot copy and paste it as a result.
Here's the "Non-existent" control handles/selection handles in SnagIt 2018 with the cut out tool still selected.

Here's the "Existent" control handles/selection handles in SnagIt 11 with the Cut Out tool active and selected.

So apparently, someone needs to report this as a bug.
In Photoshop, you copy and paste Selections,Layers or the Entire Image. But you must make a selection first.
Or there's nothing to copy. So pasting doesen't work either. LOL
Those handles in SnagIt let you know the image is selected. SO in that respect, copy and paste works the same.A selection must be made, before copying is possible.

That's the Bug,
Maybe my wording is off. In SnagIt 11 the control handles are there when the cut out tool is still active.Well, you can crop the image. But I think that's all the handles can do.
In 2018, those handles are gone while the cut out tool is active.
That's the bug.
The image isn't selected so it cannot be copied.

With any other tool selected, those control handles are always there.
The cut out tool is the only tool that makes them disappear.
In SnagIt 11, They don't pull a disappearing act and i can copy and paste all. That's how I came up with my conclusion and screen shots.Just for a conclusion to this topic.

Hey Paul, I've always known the term for this condition to be "focus". What happens is that the cut out tool removes focus from the canvas area. Likely in SnagIt 11, focus is retained, which is why the copy works.

Response from Support:
Hi Paul,
This is indeed an issue with Snagit 13 and 2018. The cut out tool works a bit differently than the other tools in Snagit. Currently, one of the limitations is that the copy all button does not work while the cut out tool is selected and being used. We are still looking into ways around this, but this is something we have logged. Thank you! Please let me know if you have any questions.
Kind Regards,
Nate

You'll notice that I am keeping us marginally on-topic by applying monochrome filters to a SnagIt screenshot.

.... during the course of which I had another epiphany
I get these black on white background icons where I need to make the black area white and the background blue. And I have struggled with fills and stuff like that. And then, looking at the filters I saw "swap colours."
Now it's a two step process. Why isn't swapping two colours around in teh "Colour Adjustments" section. The HOURS I've wasted.
(And don't tell me that black and white aren't colours!)
