Chapter markers in mp4/m4v files

Is there any way to generate chapter markers in normal video files for
uploading to youtube or playing in VLC / Mplayer / any decent playback program?

No, screencast is NOT an acceptable option for this.

I am using Camtasia 2; I cannot upgrade to 10.10+ without breaking my audio setup for recording multi-track audio.

More to the point, is any work being done to improve version 2 at this point? Version 3 is both a paid upgrade and a required OS upgrade that breaks things.

NB: I did look into Handbrake, but it can only re-label existing markers, it cannot add markers that do not exist.

No, not currently. Chapter markers are not put into the metadata of the MP4 file.

And no, no work is being done on v2. We are strictly focused on v3.x+ right now.

I run Mac OS 10.12.6 with Camtasia 2.  Which does have a table of contents and if the table of contents is created in the project along with the markers they will be accessible and work like a chapter index, but if the table of contents is not created and saved as part of the video then the markers are not included as part of it.
