Camtasia 8 doesn't have a masking feature to accommodate a circular mask over a webcam.

Theres a long way around to get there. It involves leaving the webcam footage on the timeline. Deleting the other footage from the timeline.
Setting project dimensions to match the dimensions of the webcam recording. Setting the webcam to 100% scale and centering it on the canvas."To fill the Canvas".
Then you would need a Green png image the same size as the webcam footage. With a transparent  hole in it. Like this one. This one is 1280x 720. You can right click this image and save it to your computer. If it will work for you.

You would need to place it over the webcam footage and render the footage.avi will give you the cleanest image for re-rendering.

Then, be sure to reset your project dimensions to the original dimensions before continuing.
Place the original .trec on the timeline and replace the webcam footage with the new version.
Apply remove a color filter.Use the color eyedropper for the best results and  adjust the tolerance slider to remove the green around the edge of the circle. If your wearing green,or there's green in the background. that image won't work. The green on you and in the background will vanish as well.
It's a few extra steps, but if you really want to get there,  this can get you there .

This is a terrific tip/recipe!  I haven't been asked to do something like this for a while, and when I was asked about it I couldn't cleanly erase a color background -- I ended up with a mess.  Now I'm prepared.
