I still see this feature in Snagit Editor on the bottom right "Effects".

I have the same question. Once colors are selected, clicking Apply does nothing.

Apply simply "sets" the replacement to make it permanent. You should see the actual replacement occur before clicking Apply.
Keep in mind that there are hundreds of variations in color. For example, I captured part of the image above and here's what the color replacement did.

My problem was that I had to replace black with a colour. Once I figured that black wasn’t exactly black and used the eye dropper, it worked fine.

I still have the issue - it won't change even though I used the eye dropper.
