Colour options for call outs for example circles around objects

In our roll we identify a number of objects, vehicles people etc. In camtasia 9 in properties we would open the colour section and have a pallet of for example 12 standard colours ranging, red, yellow, orange, purple, pink, white, green, black etc. On Camtasia 18 I have found where you can create a pallet but you can have only 6 colours. The work we complete we have at times up wards of 12+ different colours so once we get above the 5 allowed we then have to copy and paste the colour properties to get the same colour throughout as required. Where can we find the old pallet that was within version 9 and/or how can we set a default pallet where we can choose the standard 12 colours prior to having to find alternative colours through the colour scheme on the side.

have you considered making a custom pallet from a grid of small callouts, colored as needed, then put that into the Library?

then you could load that asset and use the color picker to select a custom color?

I assume the 2018 theme function is not adequate?

Unfortunately, the new color palette is all we have. That's just the way saving themes works.
I'm assuming that's what you must be referring to when you talk about creating a palette of colors.
So, all you can really do is create multiple themes to save all of your colors. Switching between themes to access your other colors.
If you  used the original default colors from Camtasia 9's color palette. You could take an image of that color palette like this one.

Right-click it and download it to your computer. Place it on the timeline and add it to the library. Giving you access to them anytime you want. By dragging it into the canvas area. It's an inconvenient way to get you where you're going.

This seems like half a dozen of one and six of the other to me.

Camtasia 8's color picker was based on what I believe was the Windows operating system color palette. It was a much better color picker than these newer versions of Camtasia utilize. I didn't like Camtasia 9's color palette and I dislike 2018's even more.

perhaps download, double click to import,  and give it a try; copy/paste/customize to make up a larger grid if needed
