Is it possible to convert the video I created in Camtasia to work on a vertical tv? How would I make that happen?

I don't believe there is any single "click here and it's done" option you will find. Basically you need to edit the video and ensure it is configured for a "tall" layout. Of course, whatever you are planning on displaying it on should be the driver for the dimensions you will use.
At the top of the Camtasia canvas area, click the percentage area and choose Project Settings... and configure the dimensions you want there.
