CS9 produced sound cracks, peaks, or hisses alot, but pre-produced sound is fine

I produced most of these voice narration files in audacity, then exported them as m4a files and drop them in CS9 project timeline

When previewing the audio on the timeline, it sounds fine.  But when i produce the mp4, i can hear the audio peak throughout the video, which makes a noticeable crackling sound throughout the video on certain words or consonants.  Never had this problem before.

I'm using the 720p preset.  What is the problem?

try to set audio to 192k in produce and share setting.

I did.  appeared to improve but unsatisfactorily.   

256k seems to have gotten rid of the crackling at loud points :D

Why doesn't CS8 or 9 give us more control over whether the sound is variable or fixed bitrate?
