Dead zone surrounding the one click menu

I like having the one-click menu at the top center of my screen.  However, there's a sort of dead zone around it that obstructs my clicks on nearby programs.  E.g. Browser tabs take a few tries to close because the tab's "x" is near the One-click menu.  So, I try to click on the browser tab's x, but it doesn't work, so I have to pull the mouse back from the One-click boarder a little, then try again.  

Is this normal?  It seems like it wasn't always like this.

I have to hover right on the one-click sliver to get it to pop out.

I have the one-click on the side edge of one of my monitors because I also have my taskbar set to the top of my monitor.
That aside,  If you have the mouse "Enhance pointer precision" option checked (on) it may be making it seem like there is the dead zone you state.
Try turning that off and see if it helps.
