Editing text of a text callout is ridiculously difficult in version 9. It was so simple in the previous version. If you have multiple layers then if the text callout is not the top layer you cannot edit it without turning off other layers to get to it. VERY time consuming. . Just one of many problems with the new text editing layout, Choosing consistent font colors now much more difficult with fewer basic choices.

Same problem, haven't found the workaround to edit text in callouts.  Only solution I have is to create new callout and delete uneditable callout?

One issue I've noticed is that it's not exactly clear when you have selected the text in the callout.

if you double the text in the callout [in canvas] all the text is highlighted

you should also see a blinking cursor

you can click on a location in the text to stick the cursor there, then use shift-arrow keys to highlight a portion of the text

shift-end/home also work to highlight text

The blinking cursor does not appear?  The callout and text fades slightly but does not recognize the mouse?  Double and Triple clicked, no response?

you are using CS9?

is the callout a CS9 callout or one from a converted CS8 updated project?

the blinking cursor is not always easy to see, depending on the text color, etc

I cannot reproduce your issue as my mouse can easily interact with the selected callout's text
