Enhance blur to include a viewing porthole

I have a recording and I would like to blur everything with the exception of a "portal" where I can peek through to the underlying video. It would be great to add a blur to the entire screen and then define a porthole which allows the video below the blur to show through. That would greatly simplify editing when you want to hide all information on the screen capture with the exception of a specific area.

What about using the "Spotlight" effect in the Callouts under the Special section (right next to blur). That does exactly what you are asking for. It also has an Intensity slider so you can set how much blur you want (or even go to black).

Hey Dave... that's close, but it isn't quite the same thing. Unless I'm doing something wrong, the spotlight effect simply dims everything else on the screen with the exception of the porthole. But it doesn't actually blur the screen behind the spotlight.

It's really close to what I'm looking for, if it would actually blur the screen so it can't be read, not just dim it.
