Error 1913 SnagIt 8

I am in IT and we are licensed for SnagIt 8. When attempting to uninstall the software in preparation for installing a newer version. I am running into this error: "Error 1913: Could not update the .INI file C:\Program Files(x86)\TechSmith\SnagIt 8\2KXP\SNAGITP8.INI. Verify that the file exists and that you can access it."
0. Windows 7 64 bit
1. The file exists and I can access it.
2. I am using an administrator account to run the uninstall.
3.The file attribute of SNAGITP8.INI is not set to Read-only.
4.Administrators/System accounts  have full control of this folder and file.
 5. I've tried deleting the file, creating a new one with the same name, none of that gets me past this error.
