I thought the Color Replacement option might do it, but while it allow you to select a colour from off screen it doesn't seem to let you apply it, at least not in all circumstances.  I did manage to get it to apply to a border, but not to a fill colour

The eyedropper is in the fill or outline option under Tool Properties. Works off canvas for me.

Just click on the eyedropper and mouse to where ever on the screen,
Click again to apply your chosen color

Considering all of the trouble people have finding features they got used to, and then Techsmith has decided to take away from us without asking the users what they want, I decided to stick with version 12.3.0 from DEC 2015.  Even in this version, they took away the ability to fuzz out (say) a face using an oval shape.  We now are forced to use a square which looks stupid as sheet.  If they left things alone, and made only REAL improvements without taking good stuff away from us, they would have THE BEST product out there, but they don't.

Version 13 is a great example of fixing what isn't broke.  It also demonstrates a lack of understanding of how to make an interface work well, instead of being different for different's sake.

So agreed.  Loved Snagit.  Version 13 seems totally changed for the sake of being changed.  After months of using it, I am still lost.  What was once an intuitive and productive tool is now a chore.   Fail.

Ditto to this! I used to be able to just move w/ ease and now I waste so much stumbling around trying to figure out where things have been moved, etc. what a waste of an upgrade for  me.

What version are you using?

You only have to click on the icon to bring up the color palet which in reality is the same as clicking the drop down arrow :)

I find the new v13 interface is too clumsy to be efficient.  This change to the color picking process is a good example of how not to provide color selection options.
