How do I create a border around text in callout; for example, black border around white text, as is commonly done in "meme text"?

It can be done in Word with the "borders" function, and in Photoshop with "stroke" under "blending options"

Select the text bubble, then style, then outline and fill.

Thanks; I think that is for the text box though.  Is there a way to outline the actual letters themselves?

Hi there

Unfortunately there is no provision to outline the letters. Not that I've ever seen.

Cheers... Rick :)

While not great you can use the shadow to sort of outline text.   This is a custom shadow with zero depth, no blur and highest opacity.  Not an outline but...
