How do you animate a circle so it rotates and keeps spinning?

I have a photo (of a magician) that I'd like to get the Effect of circular spinning movement. I tried "Twirl" in Effects, but no spinning happens.

Soooo, is the link provided supposed to show anything other than a web site? I'm not seeing any sort of "magician" on that page.

I'm wondering if one way to achieve it would be to isolate and animate the circular object in Camtasia for one complete rotation, then produce that as a GIF animation that you could then add back into the original project where you could just stack them up for as long as you need the rotation to occur.

Note that this particular suggestion would be used only in the event that somewhat of an "endless" spinning cycle were desired.

Here's what I did:
  1. Add the media you want to 'swirl' to the timeline
  2. Select 'Animations', then 'Custom' and apply it to the media
  3. Draw out the arrow indicator to the proper time length
  4. On the canvas (ensure the media is selected) 'grab hold' of the 'center arm' and rotate it the desired number of times to get the right frequency of rotation for the time-length for the proper effect
  5. My visual has a little wobble in it because it wasn't centered properly.
  6. This can be applied in any and all directions.

For this version, once I selected the animations arrow on the specific media, I adjusted the rotation values for X, Y, and Z (by spinning them multiple times).
