How long should rendering take relative to the length of the recording?

Rendering a 15-minute screen recording to MP4 (1080p) took almost an hour. Surely this cannot be normal. I was on a Windows 10 laptop running Camtasia 9.

Of course it is not just time but number of call outs and transitions  that determine  rendering time ,what is the processor of the lap top and how much ram does it have. that is what is the greatest  force behind rendering time

Rendering will depend on your computer spec.  Ideally the more memory and having a good graphics card will help to speed up the process.  With Camtasia 9, rendering only utilises the CPU, but you can tell your Graphics card to take priority when rendering.  With Camtasia 2018, I see a large performance increase, as most of my rendering is now going through my Geforce GTX1050 graphics card, so rendering a video now takes approx x3 less than it use to.  For a 15 minute video, I would think between 10 - 20 minutes to render with a good spec computer.

If you have an nvidea graphics card, you can set program priority for Camtasia using the Nvidea Control Panel.  Select Camtasia from Program settings and then select High Performance.

I just rendered a 18 minute video in approx. 12 minutes but it did not have a bunch of tracks on it either. I am not going to reiterate what has been stated above but, I will add my two cents worth on what I do below.
If the project I am working on has a lot of tracks, animations, transitions, behaviours, etc. which can easily be over used in creating videos so I try to limit those. I usually save my projects and before I go to bed I start the rendering and let it run overnight and it is usually done in the morning. But if it is something that needs to be done that day then I would have to get a faster system but most of the time I prepare ahead of time or a due date to get the video project rendered and complete so I do not have that issu. Just how I role. Let us know if any of these suggestions and advice offered has helped you by posting back here. Thanks and have a great day/night.
