If you know where it was in CS8, then stop reading.
In CS8 select the callout, select tab Callouts, select the "Text box..." link.
Given other changes I've read bout in C9 my first thought would be select the callout and right click for the context menu and look around.
Dubie, Wouldn't the text still have the same spacing to the left and top? In CS8 we had the ability using either the mouse or keyboard to change the margins in a callout. Each margin could be different. here is an image.
with the callout selected the "Text box ..." button (just blow the bottom left corner of the "Callout Text Box") would open the "Callout Text Box". In the new box the yellow drag points could be used or entries could be made in the text box below.
If that ability no longer exists it has to be a bug. However, here is a workaround.
Use two callouts. The callout with no text should be behind the one filled with text. The back callout can be increased in size to give the appearance of margins. Now, group the two so they can be moved around.
