How to create a VHS style fast forward effect?

In a section of video I am producing for training purposes, one portion is fast-forwarded to show the future steps quickly. I want to create a "fast forward" effect that looks like the old VHS glitchy screens. Example: https://www.youtube.com/watch?v=zByO2TmM1WU

I already know how the make the actual clip run faster, but does anyone know how to make the image twist and glitch like it would in VHS? 

Has anyone done something similar?

To make it "glitchy" you would have to add an overlay of some type. There are LOTS of assets like this out there (Google "glitch overlay"). Ideally, one that has alpha transparency (MOV) encoded with the PNG codec.

But you can get a decent effect with any glitch overlay footage, putting it on top of your sped up footage, and dropping the opacity.

Cool. Let us know how it goes. Actually, I really like this idea for a library asset. I think I'll find one and do a tutorial also.
