How the annotation behavior in this GIF was made?

I have tried the pop-up behavior but can not find the correct formula.

So, it isn't perfectly the same, but you could do something like this:
https://www.screencast.com/t/Zx5IHPL6

What you see there is a "custom animation" and at the beginning end of the animation, you rotate it, then scale it down to 0 scale, so it appears to come out of nowhere.

Unfortunately, you can't yet adjust the axis of rotation, so it rotates around the middle of the body of the callout instead of the tail, and that's why it doesn't work quite perfectly.

I'm wondering if the effect could be achieved by adding a second sort of mirror image of the annotation. Configure the opacity of the new one so it is transparent. Then group them and add the animation so the registration point becomes the center point of the group.

Just thinking out loud a bit.

But of course it would be so vastly simpler if we just had a separate registration point we could drag. Hmmmm ;) (Sorry, couldn't resist the tease. )

I agree! Hey make it a feature idea and see if it gets any votes. Then we'll know if it's just you and me who would find that useful ;)

Just line up the tip of the callout with the center of any callout should work.I used a rectangular callout in this example.

I applied a rotation and zoom animation.

Well done! Now, if you right-click on your fancy new animation, you can choose different "Animation Easing", which can be interesting, depending on your taste.

Registration, Rotation. I really don't care much what it's called. Rotation does make better sense. But when it was something I heard about that's what I knew it as. Silly me.

These are some of the people who's attention you're trying to grab. They would all vote yes.Like myself, they don't think in terms of registration point.

I've been video editing for a very long time. I looked up Registration Point. WHY?  I didn't know what heck it was.Apparently, It's location is the top left corner of a still image by default.

An Anchor point, Pivot point, Rotation point.  Is centered on all video  media by default. Be it an image ,video, title, callout etc.

I say your request is confusing to video editors and might not get any votes as a result. If you don't care about that, I don't know why.

Whew. Close call there. I changed the article and disaster has been averted.

Hopefully it will be the same with North Korea! If not, none of this will matter anyway! LOL

The PopUp behavior is pretty close, right out of the box.
