It is also typically helpful if you state the version of Camtasia you are using. Version 9 is the most recent. We also see all sorts of posts where version 8 is being used. And a day or three ago I saw mention of someone still using version 7.
Each version brings improvements to some aspect. ;)

That's not a very good computer for video editing. It's good enough, but I'm confident it's at the heart of the slowdowns you are experiencing.
Ideally, you want a multi threaded, high powered, 4 core CPU and a Dedicated GPU. Plus, plenty of RAM. 8 GIGS or more.
Video editing is very demanding on system resources, the only way around that is to run a high powered rig.

You need a fast CPU, and I5 or higher, with at the least. 4 cores.
8GB Ram, or more if able.
A dedicated Graphics card.
I run a Lenovo g770
I7-2720QM 2.20 Ghz processor.
And the GPU sucks, with only 128mb Dedicated memory, and 2GB shared memory.
However, with the i7 processor and the 8GB of memory.
I can edit my video's in Camtasia pretty quick, with effects and all.
So, what are your system specs?
Also, the make and model of your system will help to gain more information about it as well.

I also tried adding a GeForce 1500 with 4GB of RAM and it still didn't help. Can't figure out what I'm doing wrong.
I love Camtasia because I find the UI so simple I can really get stuff done, but maybe I'm using the wrong video editing tool? I've tinkered with Premiere Pro and find it to be a complicated maze just to crop an image, etc...yuk. Thanks for any advice.

The PC I have now that works smashing for video editing is an ASUS ROG i7. (First PC I’ve ever let share a desk with my iMac :-) )

I don’t think you’re doing anything wrong. Camtasia’s holding you back for the most part.
You see, with a program like Premiere Pro. Playback is smoother by default.
Plus, you can lower the resolution of the playback window "Canvas “when necessary.
That way, playback is smoother because it's much easier for the computer process effects at the reduced resolutions. When you pause the video. It returns to 100% so you can see what you’re doing clearly.

You can pre-render part or all of the timeline when necessary. In the image below, I’m pre rendering a small section using in and out points.

A lot of the effects in Premier Pro are GPU accelerated. So that’s another smoothing playback feature.
Camtasia isn’t built for layered effects and smooth
playback. With 4K and 60fps editing now. It doesn’t handle that well either. They
need to address these shortcomings.
Pre-rendering and Lowered Canvas resolution is the best way. In my opinion.
