How To Make Cursor Effects Library Asset In CS9

I use the same cursor effects profile for virtually all my screencasts; in CS7, you could create a library asset for cursor effects to apply with various projects, saved a lot of time; this functionality disappeared with CS8, and it's not in CS9; this missing capability means more time and labor when building out projects
