How to set area focus and blur background

I want to edit Highlight a specific area in the picture, it will be readable, and the background blurred or shaded. Is there a built-in tool? Or that I have to cut the Highlight area as a separate layer and edit the background?

I believe there is a built in tool for this. Focus? I would need to get to my PC to be sure.

You can select the area that you want to highlight and then use the spotlight tool on the image menu.  That has setting to dim and/or blur the background.

Thanks, I'm glad someone does. My custom "Steps" could use some improvement. I think they still look better than the Stock choices. See Image.
