I am upgrading from version Camtasia 8 to Camtasia version 9 and keep getting a setup error 1603

Whenever I try to install Camtasia version 9 I get an setup error 1603.  I have already downloaded and installed the various media packs and that did not help.  I also tried turning off my antivirus and that did not help.  I even tried uninstalling version 8 and it would not let me uninstall it.  I am using Windows Pro 64 bit for my OS. Any thoughts?

Reboot the computer and uninstall Cam8.
Then try to install Cam9.

if you still cannot uninstall Cam8, then boot into Safe Mode, and uninstall Cam8
And then boot into Regular mode, and install Cam9

Also if you're not running under an Admin user account I also recommend that you make sure that you right click on the installer file and select "Run as Administrator".
