First I want to say Thank You Techsmith for finally fixing the ability to align the shadow to the center of a object. Awesome.
On to the subject of the title.
The update has that there is "Changes to the way the properties and effects panels are hidden"

Before to hide or open the sidebar you could just click on the Effects or Properties text/tab at the bottom of the panel. Easy Peasy.
Now you have to navigate to the view menu and then you have Properties or Side Bar to choose from.

One. No Shortcut key for the Side Bar option?
Two. Half the time the Properties option is grayed out.
My question is
How does this change help a workflow?
Instead of just clicking the text like before simple and quick to hide or open the panel, now one has to navigate through a menu and then ponder on what they should click.
Properties ??? If it's active.
Side Bar ???
This change would be useful if there was a shortcut key but as it stands it just added a hassle to something that was easy and quick.
Unless I'm missing something I don't understand your logic to this change.

Are you on Snagit 2019.1.1 ?
I know how the underline menu letters work but there are none shown in the menus in Snagit. Not for me anyways.
So testing with the Alt+V then E shortcut there lies a problem.
Using the menu above If I use Alt+V - E Sure it opens and closes the panel BUT
It does not open the Effects Panel.
If the Properties panel was showing and I close it with the shortcut Alt-V-E
Then I use the shortcut again to open the panel it should open the Effect Panel but it just opens the panel back up to what was last used. ie; the properties panel.
So again with the menu screengrab above
Alt+V -E should open the Effects panel
Alt+V -P should open the Properties panel
And now they add a menu item
Side Bar to open/close the side panel. And there is no shortcut for it.
You have to Check, Un-check it
WTF Three option to open/close the panel and two of them do not open the correct panel ?
Ridiculous design and half baked again.
