import media, .mp3 audio, not in sync with waveform

Running Camtasia 9.1.2
On Windows 7 and Windows 10 machines
Import .mp3 for the audio track
Have tried two different .mp3 fiels on two different Windows machines.
Have checked for updates
Have restarted machines

When attempting to clean up audio, the waveform is not in sync with the audio. When there is a flat waveform, we hear audio. When there is waveform, the audio is silent. In the end, we are unable to edit out unnecessary audio.

We are currently attempting work with .wav files as a potential fix to our problem.
Suggestions for syncing our waveforms with audio?

The first question, is it possible the mp3 audio is VBR (variable bit rate)? If so it would be necessary to use an audio tool like Handbrake to convert it to CBR (constant bit rate). This could explain the disconnect on what you see versus what you hear on the timeline.

WAV files would not have this issue.
