I know how to use CC. What I want though is an Interactive Transcript similar to which is now owned by Microsoft. Here is a screenshot. Notice the blue highlighted area. It moves as the presenter goes through the video.

Camtasia cannot create interactive transcripts.

If you were intending on posting this as a Feature Request, you need to post it as an  "Idea" so other people can vote on it.

I think your best bet might be to contact Linda .com and see if they will give you some guidance. If nothing else they might tell you what program/programs they use to pull that off.

Curious -- if you want such a feature that moves where & when you want it to move, perhaps use a transparent shape on top of the caption area?

Or, are you saying that somehow the blue box moved automatically, and the person doing the editing doesn't have to do anything?

I would imagine that a transparent shape on top of the caption area would only serve to play what is being shown at the time the caption is visible, no?

I believe your mention of a blue box that moves without user interaction is exactly what is being discussed here. I don't have open at the moment, but I seem to recall that a transcript either automatically appears alongside the video or it's something one can toggle on. And all along the transcript, one is able to click and the video plays that specific section.
