Would like to export closed captions as a .vtt file? We are able to export as a .srt file but the frame rate seems to be off.

Camtasia doesn't export .vtt files. But you can find lots of information about other closed captions options http://elearningbrothers.com/webinar-camtasia-essentials-adding-closed-captions-video/

no Camtasia doesn't but needs to.   it is suggested to contact TechSmith and request it.   srt files are becoming a thing of the past and would like to see Camtasia updated.     in order to work within Office 365 and Microsoft Delve environments -- the only option is to embed captions and that is not ideal.

I was in the exact same boat as you not too long ago. After hours of research the best tool I found for handling this shortcoming is called Subtitle Workshop XE. It's a free an open source Caption Editing and conversion tool that can work with files in bulk. Go look it up, you will be happy you did.
